La Biblioteca Pública Municipal Leonel Quintero Trujillo, ubicada en el municipio de Puerto Santander, Norte de Santander, es un espacio de encuentro para la lectura, el aprendizaje, la cultura y la participación comunitaria. Hace parte de la Red Nacional de Bibliotecas Públicas y la Red Departamental de Bibliotecas Públicas de Norte de Santander; desarrolla su labor como un lugar cercano a la comunidad, donde niños, jóvenes, adultos y familias encuentran oportunidades para acercarse a los libros, la información y diversas expresiones culturales.
Situada en la Casa de la Cultura del municipio, la biblioteca fortalece el acceso a la cultura y contribuye a la construcción de espacios para el intercambio de conocimientos, la promoción de la lectura y el reconocimiento de las experiencias y memorias de la comunidad de Puerto Santander. Su ubicación en un territorio fronterizo le otorga, además, un importante papel como escenario de encuentro y conexión entre diferentes saberes, historias y formas de vivir la cultura.
